It is not a theoretical statement but an intention and declaration being made jointly by the entire team. It is, therefore essential that all the team members are on the same page.
Explanation of Solution
As already said, it is a declaration to the public (those who are, in any way connected with the organization). The public now has a right to expect the declared code of ethics being followed by the organization in totality.
Therefore, one part of the organization −say a partner or an official, cannot be seen to act differently.
Thus, the values need to be integrated and everyone must, essentially follow the same code.
