Explanation of Solution

The lottery machine created unexpected numerated bails in state lotteries. The lottery numbers are decided because if the lottery was completely random, it is uncertain that who wins is the product of the lottery since all lottery numbers have an equal chance of winning the lottery system only ensures randomness when all lottery numbers have an equal chance of winning and all lottery numbers have equal randomness frequencies. The lottery number, for example, has 3 digits, so the balls produce numbers for randomness must come in 3 digits, but if the number above or below the 3 digits, then it will not say it is randomness.
