Background of the Case

Kakay is a client of BBF foundation for almost 5 years. BBF foundation cater for children and families in street situation. She was among the children who went to the foundation during its opening to avail its feeding program and free check-up services. She has a boy cut hair, brown complexion and a missing front tooth. She is 5 foot tall and 50 kls. in weight. She is physically healthy upon medical check-ups in the foundation.

 

It was observed by the BBF staff that the child always laughs even though she is being reprimanded, finds it hard to follow some instructions and cannot speak some words clearly unlike those children who were her age. On the other hand, she can attend to her personal needs like taking a bath, changing clothes and eating. She can also help in the chores in the center, can assist in cooking and go to places like the school, market and the areas where she usually hangs out with her friends on her own. She is also very sociable, has lots of friends and very sweet to the staffs in the center. Moreover, she’s is a very good dancer and joins in theater program of the foundation. However, when she asks for something and the staff cannot give it to her; she will cry like a baby, throws tantrums and bully the younger children.  Kakay has been enrolled in kinder for 3 times already but she was not able to finish it due to excessive absences and when she was able to attend school, she just sleeps. According to her mother, Kakay always sleeps around 3 or 4 in the morning already because she always hangs out with her friends. According to the teacher, the child can already write her name and can copy what was written on the black board. However, she won’t finish her work. The child cannot read and not familiar with the alphabets.  Staffs in the center and her mother find it hard to convince her to go to school.

 

Lina, Kakay’s adoptive mother is 55 years old and finished 2nd year high school. She depends on her husband financially. Her adoptive father is Antonino. He is 42 years old finished grade 5 works as a pedicab driver earning Php 300 per day. Lina have 2 sons. The eldest is Jay-R, 25 years old, married, finished grade 3 and a pedicab driver earning Php 300. 00 a day. Her youngest son is James, married is also a pedicab driver earning Php 300 a day. He is 23 years old and finished grade 5.  According to Lina, Kakay’s biological mother was her friend. She said that both of the child’s parents were illegal substance users and very poor that’s why her friend asked to put the child under her care. As of the moment, the child has no birth certificate. Lina’s common law partner during that time was also a well-known illegal substance user in the area and was very physically abusive to Lina and the children. After 5 years of being together, the two separated. After that, Lina met Antonino and they lived together in the streets. Unlike Lina’s previous live-in partner, Antonino is not physically abusive and feeds her and the child well.

 

            Lina is very active in the center and always help with the tasks. However, it becomes an issue to other mothers because she always wants to be the one helping especially in cooking and doesn’t give chance to others. It was also observed that she always gets lots of share of food and would always bring all her grandchildren in the center even though they’re not regular clients. On the other hand, there are instances wherein she doesn’t show up in the foundation for almost two months. She cannot perform her responsibilities with Kakay. When being confronted by the social worker about it, she would always put the blame on the child for being hard headed. Her brothers do not care about the child. Even though they are being asked to fetch the child to school, they won’t do it. Some other children also told the center staff that the child’s bothers always punch her. 

            Child’s family stays on the street as of the moment and do not have their own house. The area is prevalent to crimes and illegal drug use. Most of the people earn thru vending, calling passengers, begging and side car driving.  The family has below minimum wage of income and the child’s brothers still depends on their mother for financial support.
