Statutory and Non-Statutory Public Services

Before providing myself definition of public service, I want to clarify that there are two types of public service in my mind. The one is basic public service mainly providing by governmental sections, such as construction of infrastructural facilities, basic healthcare insurance, public security service and so on. Compared with the basic public service, the other one is more in-depth, and aims at diverse particular groups; it could be provided by various social sectors. And my definition of public service focuses on the latter one.

Requirements for this job is not as a lot needing bachelor's degree or certificate, not bad right. If one was to have a voluntary certificate that would also be accepted. There are a very skills one would have to know like high visibility, leadership, quick- decision making, physical, emotional endurance, and empathy. To get a better idea of what someone on the this field does on a dad to day basis here are some: Applying for funding from federal or state groups to use in the event of an emergency, developing training procedures for radiological protection and decontamination, meeting with schools, local government, and hospitals to determine their needs in the event of an emergency and revising disaster implementation strategy based on experience or regulatory changes. Now just if one was to choose this profession as a career there are different titles in this industry, such as, Emergency services system director, Emergency services planning director, Emergency management consultant and more. So their are always different ways a person can help another person, they just have to find which category fits for them. Voluntary services are funded by non-profit making organisations that are usually charities such as Mencap, age concern and NSPCC. People who work in the voluntary sector usually do not get paid as they work to help the community. Voluntary services are non-profit businesses, the profit made is given to charities. These services are run by organizations and lotteries. They are run by organizations which are not for profit and non-governmental. The voluntary sector plays an important role in providing services in the community. Some of these organizations do charge for their services, but this isn’t for profit but to fund charities. According to OECD (2010), public services include all services provided by the government as well as all services where the government has a significant influence. It further states that public services can be provided directly by the government or indirectly where the government is not the direct provider but still plays a role in their provision through regulation or a financial contribution. Humphreys (1998) concurs that public services are those services which are mainly or completely funded by taxation and that typically, public services would include the following areas of public management: central and local government, the health authorities, education, defence, justice/home affairs and non-commercial semi state organisations. In order to gather a definition of any word, it is not simply to give a term, or phrase, meaning, but to also at the same time identify its origin and purpose. All of this is then applied to a specific perspective. This perspective then allows a word to take on it’s own individualized life each time it surfaces as a spoken word, an action, a written text, thought, or observation. Approaching the term “public service” embodies the aforementioned idea that a definition, despite having a generalized meaning, can shift its purpose when used in differing perspectives and circumstances.

The voluntary/charity sector provide care that is funded through fundraising and donations and offers things like lunch clubs (help the aged), meals on wheels (WRVS) and hospital transport (red cross). The final sector, the informal sector comes by way of care provided by a non professional/specialist; this could be family, the community (neighbours) or friends who give up their time to look after their community and the people in it. The informal sector saves the government and NHS millions of pounds every year as their contribution relieves the need for official respite services and health care and it’s free.

Emergency management systems range from informal arrangements of neighbors helping neighbors, typically found in rural areas, to complex and formal programs offered in larger cities or at higher levels of government. All players have the same goal to increase community and national resiliency, which requires collaboration of many parties from local citizens to the president. This section focuses on key actors that shape emergency management programs in reference to people with access and functional needs.

In the public sector “an action of helping or doing work for someone” is supplying a public need such as transport, communications or health service. It is a service provided to the population with greater public scrutiny and is not profit motivated. Public sector organisations are agents of the state to do the states ' business and are not in a position to make a profit; they are mandated to provide a service to all.

Economists employed by the government are involved in implementing policies, which were especially established to meet government 's objectives that are very often multidimensional. There are four very fundamental objectives for viable economy, including decreasing the unemployment rates in certain regions, lower or stabilise the inflation, constant economic growth and a satisfactory balance of payments position. The UK economy continues to suffer from a number of underlying structural weaknesses. The government is now set on providing the economic framework, which will enhance the opportunity to raise a sustainable rate of economy growth, (Anderton, 2006).

Public service is the commitment to building social capital by working with a community to alleviate a systemic breakdown. It challenges the established structures under which a population has become marginalized and attempts to purposefully create new systems that empower and galvanize the community to sustainably transform societal gaps into opportunities. Written in a more grounded way, public service is a narrative, a story of actions examined through the lens of motives and results but whose message and moral primarily rely on the methods used.

The composition of the public sector varies by country, but in most countries the public sector includes such services as the military, police, infrastructure (public roads, bridges, tunnels, water supply, sewers, electrical grids, telecommunications.
