The time at which the velocity is required (t') = 3.9 sec 

Given equation of motion:

s(t) = S0+v0t-4.9t

The total displacement at the end is "Zero" i.e. when the body reaches back to ground. we can write this as:

s(t) = S0+v0t-4.9t2=0v0=4.9(9.9)=48.51 m/s
