The Relationship Between the Social Work Profession and Indigenous People

The Aborigines Protection Act 1909 (NSW) was a law that changed Indigenous Australian lives forever. The act enabled the New South Wales Board for the Protection of Aborigines to essentially control the lives of Aboriginal people. It was the Aborigines Protection Act 1909 (NSW) that had major provisions that resulted in the containment and suffering that Aboriginal people endured. This suffering included the practice of forcible removing Indigenous children from their families. These major provisions help us understand what the Aborigines Protection Act 1909 (NSW) involved and the impact it has had on the daily lives and cultures of Indigenous Australian peoples today.

It is a commonly known issue in Australia that as a minority group, the people of Indigenous Australian ethnicity have always been treated, or at least perceived, differently to those of non-Indigenous disposition. This can be applied to different contexts such as social, economic, education, or in relation to this essay – legal contexts. Generally, Indigenous Australians face issues such as less opportunity for formal education, less access to sufficient income, more health issues, and higher rates of imprisonment (Steering Committee for the Review of Government Service

Since the time of federation the Aboriginal people have been fighting for their rights through protests, strikes and the notorious ‘day of mourning’. However, over the last century the Australian federal government has generated policies which manage and restrained that of the Aboriginal people’s rights, citizenships and general protection. The Australian government policy that has had the most significant impact on indigenous Australians is the assimilation policy. The reasons behind this include the influences that the stolen generation has had on the indigenous Australians, their relegated rights and their entitlement to vote and the impact that the policy has had on the indigenous people of Australia.

At the turn of the twentieth century the systematic forced removal of Aboriginal children from their mothers, families and cultural heritage was commonplace. There were several reasons that the government and white society used to justify the separation but the prevailing ideology of nationalism and maintaining Australia for the ‘whites’ was the over-riding motivation and justification for their actions[1]. Progressive sciences such as anthropology espoused such theories as eugenics, miscegenation, biological absorption and assimilation which legitimated governmental policies relating to Aboriginal affairs[2]. For the last 200 years Indigenous people have been victims of discrimination, prejudice and disadvantage. Poor education, poor living conditions and general poverty are still overwhelming issues for a large percentage of our people and we remain ‘as a group, the most poverty stricken sector of the working class’ in Australia (Cuthoys 1983).

Australian government today recognises that educational policies regarding Aboriginal people cannot be made without considering social and economic policies aimed at improving outcomes for Aboriginal communities in general (TICHR, 2006). Main contemporary issues facing Aboriginal communities are proving land ownership, remoteness, health status, education and employment status and social attitude of Non-Aboriginal population towards the Aboriginal communities (Challenges facing the Indigenous communities today, n.d.). Tackling this issue is not a simple task: the document “National Indigenous Reform Agreement” (2010) which aims to improve outcomes for all Indigenous Australians recognizes that this process needs approach from different aspects, taking into account “seven key building blocks: Early Childhood, Schooling, Health, Economic Participation, Healthy Homes, Safe Communities, and Governance and Leadership” (as cited in DET Queensland,

This meant that all matters that had to be discussed had to be approved by the government appointed Indian agent before a chief and council could address the matter. Once matters were discussed any resolution had to be agreed upon by the appropriate federal minister before being enacted. When people attempted to address grievances or complaints they had with the government and the Indian Act System, new laws were passed to stop them from organizing and effectively dealing with the issues brought to their attention.

The poor health position of Indigenous Australians is a contemporary reflection of their historical treatment as Australia’s traditional owners. This treatment has led to Indigenous Australians experiencing social disadvantages, significantly low socio-economic status, dispossession, poverty and powerlessness as a direct result of the institutionalised racism inherent in contemporary Australian society.

Throughout the early 20th century, the Australian public was led to believe that Aboriginal children were disadvantaged in their communities, and that there was a high risk of physical and sexual abuse. Aboriginal children were being removed in order to be exposed to ‘Anglo values’ and ‘work habits’ with a view to them being employed by colonial settlers, and to stop their parents, families and communities from passing on their culture, language and identity

Government policies authorising the removal of Aboriginal children have caused extensive and unrepairable damage to every aspect of Indigenous culture. It could be argued that the emotional turmoil which occurred as a result of this policy, is greater than any physical abused ever faced by the Australian Aboriginal people. The act of child removal would be a scarring experience for parents and children of any race or culture. This policy had a particularly damaging impact on the Indigenous people as their identity is based within a set of strong traditional guides and teachings. These lessons are not recorded, but can only be taught through speaking with elders and learning through a connection to others within the mob, connection to art forms

Michael Hart begins his book by juxtaposing his position as an Aboriginal person with his experience as a social worker. Traditional social work focuses on Euro-centric ideals, not only in determining which behaviors are adaptive and maladaptive, but also in what approach therapists should take to encourage behavior change in people. Unfortunately, this approach can be, not only isolating for many Aboriginal people, but actually harmful for them. By labeling adaptive behaviors as somehow wrong or maladaptive, traditional social work approaches stigmatize Aboriginal people. This runs counter to the core value in social work, which is service, to the individual and the community.

It is clear that Aboriginal people are in critical need of the proper services to cater to their trans-generational trauma. Understanding the Aboriginal’s culture, spirituality, and values will provide the social work counsellor the tools needed in being culturally competent. This paper will examine the historical background of the Aboriginal people, the conflicts social workers face with cultural differences, as well as methods to overcome these challenges

The Social Work professional would benefit from completing SCS130 because they would gain insight into the impact of British colonialism on Indigenous Australians and how the laws of control and protection forced them to become dependent, this, enables an understanding in terms of the present situation of disadvantage. Hollinsworth (2008) maintains that the historical impact of colonisation by Europeans on Indigenous Australians, is the basis for contemporary racism in Australia (pp. 35,67,77,79-80,83-84,97). This is supported by, The Royal Commission into Aboriginal Deaths in Custody (1991) report, which, highlights the impact of European settlement on the dispossession and institutional racism of Indigenous peoples. This racist ideology is based on the belief of superiority of the dominant group, in Australia this was enforced by racist legislation (Hollinsworth 2008, p. 47,77,79-80,97). Australia does have a racist history and as a consequence, these racist ideologies still exist today. This has resulted in Indigenous Australians experiencing racism through the oppressive effects of marginalisation in political, economic and social structures (Hollinsworth 2008, p.9,14,20,38,83-84,100). Therefore, it is imperative to the Social Work profession to complete a course such as SCS130 to enable comprehension of the present disadvantage experienced by Indigenous Australians in the context of the impact of European settlement.
