Differences The idea of securing the nation’s borders and securing the safety of the citizens has been a major topic since the beginning of the nation’s existence. There have always been means and procedures for it but it was never defined to the point it is today. The Homeland Security Department is a fairly new program which is constantly improving and adjusting in accordance to the threats that may arise. Later, the federal, state, and local government responses to disasters such as Hurricane Katrina expanded the concept of homeland security to include significant disasters, major public health emergencies, and other events that threaten the United States, its economy, the rule of law, and government operations (2). Homeland security is the combination of law enforcement, immigration, disaster relief, and terrorist activities within the United States’ borders. This would be based on the local agencies and civilian departments to safeguard the people from any threat within while being assisted by the government. In some aspects of terror attacks, there will be a combination of both homeland security and homeland defense. 9/11 is the perfect example as homeland security was responding to the local disasters and threats while the homeland defense, military, was deploying to get to the root of the threats. This is essential to the way homeland security operates because this will stop the attack on the nation’s soil before it reaches the borders and local government agencies are required. The biggest issue with the homeland security aspect is that the
“The Department of Homeland Security was created through the incorporation of 22 different federal departments and agencies into a joint, integrated Department.” DHS has become a more efficient and integrated Department that has become highly strengthened; the homeland security is an agency that has a more secure America. Many people think homeland security and homeland defense are the same thing, but that is incorrect. Both have played a role in keeping America safe, but after 9/11 that role expanded greatly. The U.S. was determined to prevent another catastrophic attack from unfolding while searching the globe for those responsible. In a world constantly evolving, our enemies and their tactics evolve with it. To effectively combat the incredible amount of threats America faces, many federal entities and mission objectives were created, which at first can be confusing to grasp. In this piece the following questions will be answered. What is homeland security and homeland defense and how do they relate?
Homeland security can be seen as a loosely based term as it is still a relatively new area of the United States strategy. Since its creation, post September 11, 2001, there has been a plethora of additions and revisions. The homeland mission lies not only within a specific agency, but demands collected participation from U.S. agencies and foreign entities to remain strong, efficient and innovative. One can examine homeland security as having the responsibility of maintaining and protecting the United States by keeping focus within the U.S. while homeland defense is responsible for maintaining the U.S. by keeping focus outside the U.S. Homeland security and homeland defense are different, but both can assist each other in certain aspects. The following paragraphs will compose of accurate definitions regarding homeland security, homeland defense and in end will discuss an in depth summary of the critical infrastructure program. In homeland security they have many strategies to help protect the United States. Whether it is preventing a terrorist attack, or preventing a natural disaster. Homeland security has a strategy to make sure that everything works out. Now to give a brief background, President George Bush came up with the national homeland security strategy in July, 2002 after the attack of September, 11th. “The strategy set forth overall objectives to prevent terrorist attacks within the United States, reduce America’s vulnerability to terrorism, and minimize the damage and assist in the recovery from attacks that occur (Rabkin).” Now in November of that same year, the Homeland Security Act, was passed into a law furthermost creating the department
Since the September 11, 2001 events, the United States of America gravitated towards a more aggressive approach in its security. The result of the tragic events was the establishment of homeland security. The White House, the federal government and the Congress joined together to establish it. On September 20, 2001, President George W. Bush issued an executive order 13228 to establish an Office of Homeland Security within the White House and assigning the Governor of Pennsylvania, Tom Ridge as its Director (Bullock, Haddow, & Coppola, 2013, p. 4). Ever since, the United States (U.S.) Department of Homeland Security diversified and evolved the way it is today. The Homeland Defense was also integrated into Homeland Security to protect the U.S. soil and its territories. However, what are Homeland Security and Homeland Defense? This paper will address those question as well as covering their missions/goals, tasks, duties, and responsibilities. In addition, a section of this paper is the assessment of the critical infrastructure protection programs of the U.S. The assessment will also include the overall capability of the nation’s critical infrastructure protection program to ensure the survivability of its critical infrastructure.

The White House, federal government, and the US Congress created the idea of homeland security following the events of September 11, 2001 (Bullock, Haddow, & Coppola, 2013). The Department of Homeland Security (DHS) is often associated with prevention and mitigation of terrorist actions. In reality, DHS is responsible for a much wider spectrum of hazards that pose a threat to the Nation’s safety and security. For example, DHS assists with creating and implementing newer building codes to increase their survivability during hurricanes. Through its oversight of the Federal Emergency Management Agency (FEMA), DHS ensures our Nation is prepared for natural disasters such as flooding, earthquakes, mud/rock slides, and tornadoes. DHS also assists

The United States has come two ways of providing significant progress of securing the nation from terrorism since the 9/11, attacks (dhs 2012-2016 p. 3). However, there is a terrorist threat that has evolved from the last ten years, continues to develop and change. With the founding creation principle of protecting the American people from terrorists and other threats DHS and many of its partners, internationally, and across the federal, private sectors and communities have strengthened the homeland security operation to reduce and defend
“We have learned as a Nation that we must maintain a constant, capable, and vigilant posture to protect ourselves against new threats and evolving hazards. But we have also learned that vigilance and protection are not ends in and of themselves, but rather necessary tools in the service of our national purpose.”(Napolitano, 2010, p.iv) In the wake of the September 11th, 2001 attacks our nation has taken upon itself extreme vigilance to ensure the security and defense of the American people. The relationship between homeland security and homeland defense is one that is tightly knit. Each has a very distinct mission set but somewhere along the spectrum they cross over and mutually support each other in the best interest of the nation.
