. Assessment of Initial Situation

The Dufferin Aggregates Acton Quarry is one of Holcim’s substantially large quarries. Operational since 1951 [1], the quarry plans to be completely rehabilitated within the next few decades. Currently, phases 1 through 3 are being implemented. The following outlines a year to year plan on the possible execution of phases 4 through 6.
In order to successfully engineer this 20 year plan, the triple bottom line must be a concrete threshold for the project: People, Profit, and Planet. The overall objective is to move the earth around the site in the most efficient possible way. This involves minimizing the transportation of earth throughout the site which will be accomplished by analyzing the mining and rehabilitation plan. Considering the life-cycle of the project, earth stockpiles will be located such as overall costs are reduced. An efficient way to transport the limestone from the quarry to the processing plant will be analyzed. Rather than following industry standards such as moving the limestone using quarry trucks, the team will analyze alternative solutions to achieve the same function. For activities requiring quarry trucks, the proposal will assess different options to optimize the fleet. In addition to choosing the optimum number of trucks and the appropriate truck size and type, the proposal will consider various options for acquiring the trucks (e.g. leasing, renting and purchase). Road locations will also be analyzed to minimize the travel distances around the yard. The roads will be located such as they consider the development of all phases 4, 5 and 6. This is in contrast to the current roads that were initially designed to only serve the phase under development. They include things like secure supply (the availability of key consumables like electricity, water, gas and other fuels), capital expenditure (the inflationary costs of oil, coal, transportation, energy, mining equipment and contracting) and naturally, health and safety risks, always present and a top priority [17].

Operational phase risks
These risks are present while the mining operation is in full swing. Difficulties may arise in the event of a natural catastrophe, BI (business interruption, which can be caused by a variety of factors) and project transition phase risk (involving the attempt to have a seamless transition between the construction and the operational phase) [17].

Liability risks
A prime concern for the DFA Acton Quarry is the safety and well-being of the workforce and those who come into contact with the mine and the processing facilities. Aggregates Consulting Ltd. supports a zero tolerance approach to workplace injuries and fatalities, but extends the approach to environmental and social awareness [17].
