PROJECT DESCRIPTION AND GOALS
The turbo fan engine in the Air Launched Cruise Missile (ALCM), designated as the AGM-86B, is aging out because it is over 40 years old. Emerald Coast Aerospace (ECA) has been awarded the contract from the Department of Defense (DOD) to upgrade the existing Williams International F-107 engine and sustain it with contracted support throughout its lifecycle. This project is needed to extend the ALCM’s service life another 20 years. The current engine has been overhauled on a time cycle for decades but now it is time to upgrade. While the current process is working for sustainment of the weapon system, the DOD sees the need for this project to eliminate potential degradation in system performance that tends to arise over time. This project will take 2 years. DOD contracts can be slow, but ECA is speeding up this process while maintaining the quality they are known for. There are going to be a few things ECA will do to speed up the process. First will be to lock in the engine and missile performance parameter requirements early in the project planning phase, by establishing the threshold and objective for each parameter. 3D modeling will also help with the development of the engine. There is no need to immediately go to full scale tests when modeling can see deficiencies in performance.

There are going to be three goals with this project. First, the project will be to upgrade the
missile's engine while meeting or exceeding current performance metrics. A more capable missile will give the Air Force more options during battle. Second, the project is to double the amount of time between engine overhauls when compared to the current engine. This will reduce
the number of man-hours Air Force technicians are required to maintain the ALCM. Third, reduce the sustainment cost of the engine and provide contractor support to the end of the engine’s service. Saving the Air Force and DOD money while maintaining a good relationship could lead to future projects.
TEAM MEMBERS
The project manager is going to need many skills and abilities to ensure the project remains on schedule and to ensure the team is a productive and cohesive unit. Being able to put together a team with the right experience and expertise is a good starting point, but the project manager needs to be able to bring these people from diverse backgrounds together and work as one. The project manager also needs to make everyone feel they are a needed and valuable team member. This will set the tone early on and help create a positive work environment. Additionally, having effective communication with the team members, supervision, and the stakeholders will help display competency and instill confidence in all involved parties. This also
includes being honest when delivering updates to project status or issues that may cause a delay in the schedule or increased cost. Finally, the project manager needs to be proficient when it comes to risk management. There are always going to be problems that arise during a project, but
having the ability to identify them early on and produce alternatives will prevent excess delay to the schedule.

There are many team members needed for this ALCM engine upgrade but there are five team members that will have a significant impact on this project. They are a mechanical engineer, an accelerated life testing specialist, assembly line manager, human factors engineer, a test coordinator, and finally a subject matter expert (SME) on the ALCM weapon system. The mechanical engineer is designing the new engine to not only meet the performance requirements,
but it will need to meet the physical requirements to fit in the ALCM engine bay. They will be able to make modifications and analyze stress on the engine before and after testing. Having an accelerated life testing specialist will allow years of testing in different environmental conditions
to be completed on the engine in a short amount of time. They will be looking at individual components, fasteners, and the engine to see if it can meet its designed lifetime. The assembly line manager will see if any new tooling and the plant is needed to build the engine and how to integrate it into our current assembly line. They will be able to tell early on if we have the capability in-house to complete the build or if some components need to be outsourced. They will also determine if it is cost effective for Emerald Coast Aerospace to acquire these new capabilities for this current and future projects. The human performance engineer is there to ensure that design is something that is safe and effective for the Air Force technicians to work on. This will include any support equipment designed for removing, installing, and shipping the engine. With their input maintenance times should decrease from the previous engine. The test coordinator role will become more pronounced when the full up testing starts. They will coordinate both ground testing of the engine and testing with the ALCM. Properly securing testing locations will prevent scheduling delays, as these locations are used for current and emerging aircraft or weapon systems. Finally, the ALCM SME will serve multiple purposes. They could either be an enlisted member with extensive cruise missile experience or a civilian
