Mendoza municipio, Veracruz, E Mexico, in valley of Sierra Madre Oriental, at S foot of Pico de Orizaba, on RR, and 8 mi/12.9 km WSW of Orizaba, on Mexico Highway 150; 18°49'N 97°14'W. Textile-milling and agr. center (coffee, sugarcane, tobacco, fruit). Formerly Santa Rosa. Sometimes Mendoza.
