declare (v.)
 
 
is a much more emphatic word than say; it means “state positively or for the record,” as in He declared his undying devotion to country and western music. It also has specialized meanings, such as in the idiom to declare war and its customs use, to declare all dutiable purchases on reentering the country.  1
