Proclamation of the Kurdish Republic of Mahabad in Kurdistan. The Kurdish government was led by the Democratic Party of Kurdistan, formed in 1945 under Qazi Muhammad. Iranian troops reentered Kurdistan in December and quickly crushed the secessionist regime.
Soviet-Iranian agreement. The Soviets promised to withdraw their troops from northern Iran (completed on May 9) in return for a large oil concession. The Iranian government under Prime Minister Ahmad Qavam (who took office in Jan. 1946) avoided its part of the bargain by cleverly insisting on ratification by the Majlis (Parliament), which had been dissolved in March 1946. The next Majlis, which did not meet until the following year, refused to sanction the pact (Oct. 1947).
