Introduction
The process of refurbishing buildings can be a lengthy and complex procedure. The outline of tasks and stages that have to be completed during project and when the building will be in use is presented below. This is a simple diagram of RIBA Plan of Work 2013 – bespoke planning tool used in the industry – full version is available in the Appendix 1. (RIBA, 2013a. p.16)
Before we proceed with refurbishment planning I will have to carry out necessary surveys. Measurement – to assess the size of the building which will help in evaluating quantities; structural – to get an idea of needed demolition, services that are in place and the possibility of providing new ones and asbestos survey – which is necessary precaution to address hazards in the building.
In this report I am going to analyse the procurement routes that would be suitable for your project. I will outline tendering process and present the standard forms of contracts available. At the end, I will advise on the best fit solution – but the final decision on how we will proceed with this project is entirely yours.

‘The procurement strategy identifies the best way of achieving the completion of a construction project – taking into account the best value for money over the entire life cycle of the building or facility’ (RICS, 2013. p. 21). There are three routes of procurement that could be adapted for your project:

According to the Project Management Institute (2013), plan procurement management is the process of documenting project procurement decisions, specifying the approach, and identifying potential sellers. This step helps the organization determine whether or not they should acquire outside support. If done correctly this step should help the organization know exactly what they need to acquire, how to acquire the appropriate services or products and finally how much it will cost the organization. For example, in the above case study Providian Trust has determine that they would benefit from an outside vendor, they have also decided to go with the Access Plus software to help them achieve their goals. A basic definition for the procurement is “the way the building is realised” and “involves assembling and organising the skills and services of a team of construction professionals”. (the Construction Round Table, 1995). More precisely, the construction industry describes procurement as “a system that establishes the roles and relationships which make up a project organisation”; hence the overall organisation and communication structure for the management, administration and control of a project is established by the procurement system. The needs of a project must be carefully identified, sourced and acquired to have a successful procurement process. Procurement planning is essential to the overall success of a project. It involves identifying the materials and services, finding the suppliers, and properly documenting the transactions.

The most valuable output of the Plan Procurement Process is the Procurement Management Plan. As is the case with almost every aspect of the project management process, it is essential and imperative that the project management team implement an effective and concise plan when it comes to the various components of procurement throughout the project’s life cycle. Specifically speaking, the procurement management plan refers to the plan that has been put into place that is meant to dictate and describe the entirety of the procurement process and how it is means to relate to and with the developing procurement documentation, and how contract closure will relate to all. The procurement management plan should be implemented and developed as early in the project life cycle as possible to assure that the procurement process is consistent throughout, however, in some cases the plan may be altered once the project begins, particularly if budgetary reasons dictate.
It is quite challenging to discuss about procurement management without stating the importance of its strategies. There are four main basic procurement strategies that serve different functions within a procurement management. To begin with, a “Partnership” strategy focuses mainly on constructing mutual commitment in long term relationship with suppliers. While a “Secure Supply” strategy aims to secure short and long term supply while reducing risk from suppliers. In addition, a “Category Management and E-Procurement solutions” serves as a tool to reduce logistic complexity, improve operational efficiency, and attempts to reduce the number of suppliers. Lastly, a “Competive Bidding” strategy emphasizes on obtaining the “Best Deal” for short term transactions with suppliers.(van weele) Each of these four strategies involves a unique purchasing methodology, which implies that the complexity is embedded in an individual strategic implication. Therefore, it requires different tools to accomplish the specific strategical characteristics. A business entity may need to support and execute procurement decisions with other strategic apparatus with analytical methods, including market analysis, uncertainty analysis, price forecasting, supplier relationship and along with others.(Harvard)
Architects sent to examine the structures and are eligible for preservation has a checklist that contains several additional requirements that the structure must meet and specific questions regarding the structure as well. The Architect 's Checklist for Rehabilitating Historic Structures consists of five different categories. These categories are Check Historic Designation and Available Documentation, Check Legal Requirements, Evaluate Historic Character/Significance of Structure, Assess Physical Condition, and the Development of Preservation Project Plans. Some of the questions in the checklist consist of whether the building is a part of the National Registry. Other questions are what historical documents are available from the building, such as architectural or engineering drawings of the building or local documents or if the structure presents any bad architectural issues such as poor design.

Therefore, construction procurement exists to purchase a construction project as requirement of firms or organizational entities to achieve its goals. This type of procurement strategy is a ‘fast track’ strategy. Client pays a sum of money to hire a management contractor to manage the whole construction project. Therefore, some early work can be carried out before the design is complete. The contract for the construction projects are between the management contractor and sub contractor. The final cost for the project can not be identified until the final work has been awarded.
The purpose of building maintenance is essentially to retain its values for investment, aesthetic, safety, durability, with a view to ensuring that the property is fit for its purposes and to the satisfaction of the owner(s)/users (Brennan, 2010).
